Zašto je važna GSI? – Why is GSI important?

Poštovani čitatelji,
tekst Globalne sigurnosne inicijative (GSI) koju je na Boao forumu za Aziju predložio kineski predsjednik Xi Jinping nalazi se na stranici lijevo, stoga nema potrebe ponavljati i u ovom uvodniku. Ali svakako ima nasušne potrebe da se na nju obrati pažnja i prokomentira. Zašto? Pa, zato što GSI nije samo još jedan djelić mozaika moderne kineske političke mudrosti koji daje uvid u kineski koncept mišljenja i razmišljanja, niti je tek istraživačko polje za politologe i druge naučnike koji će analizirati smjernice vanjske politike Narodne Republike Kine.
GSI dolazi u turbulentno vrijeme kada globalna bitka sa epidemijom nije okončana (nažalost!), a sigurnosni izazovi, da kažemo tako eufemistično, potresaju i naš evropski potkontinent, uvijek zagledan u sebe. Ne mislimo ovdje samo na Ukrajinu, nego i na globalne probleme poput pitanja cybersigurnosti, ili terorizma svih boja i mirisa. Ako tome dodamo ekonomske turbulencije i strah od ambisa u koji nas može odvesti nova recesija, sadašnjost ne možemo bojiti nijansama ružičaste.
Kinezi su jedan dio dvadesetog vijeka proveli u izolaciji od ostatka svijeta. Razlozi zašto je to tako odveli bi nas u dugu digresiju, ali je ekonomsko-politički aksiom da su refome i otvaranje Kini donijele povratak na put blagostanja i podmlađivanja nacije. Otvaranje Kine je doprinijelo procesu globalizacije i svijet neraskidivo i ireverzibilno povezala ljudskom mozgu nezamislivom mrežom različitih silnica. Među njima su i one nezdrave, poput globalne mreže terorizma ili narkokartela koji koriste blagodati moderne tehnologije, nerijetko i nažalost bolje od država. Ti problemi su, dakle, globalni. Ništa novo, reći će neko.
Pa onda, mogu li rješenja biti parcijalna? Može li se u bitku za sigurnost vlastitog ognjišta ići obremenjen ličnim vrijednosnim ili uskonacionalnim pozicijama? Drugim riječima, može li se boriti sa globalnim izazovima istovremeno želeći da „susjedu crkne krava“? Konkretno, može li se navijati za terorizmu i ekstremizmu sklone separatiste jer želimo da jači oslabi? Ne, ne i ne. Jer to je isto kao da se radujemo apokaliptičnom meteoru koji će uništiti Zemlju zato što će cunami prvo udariti na obale Istočnog kineskog mora.
Stoga su globalne inicijative nasušno potrebne. Stoga je Globalna sigurnosna inicijativa prijeko potrebna. Pristup kakav nudi Kina, makar pojedine teze gledane iz konkretnog ishodišta mogu ne odgovarati lokalnim politikama, jedini je ispravan i fer. Pitanje je kada će dijelovi političkih elita sazrijeti dovoljno da se odupru slatkastom zovu sitnih pirovih pobjeda.

the text of the Global Security Initiative (GSI) proposed by Chinese President Xi Jinping at the Boao Forum for Asia is on the left page, so there is no need to repeat it in this editorial. But GSI certainly has an urgent need to pay attention to it and comment on it. Why? Well, because the GSI is not just another piece of the mosaic of modern Chinese political wisdom that provides insight into the Chinese concept of thought and thinking, nor is it just a research field for political scientists and other scholars to analyze the foreign policy guidelines of the People’s Republic of China.
The GSI is coming at a turbulent time when the global battle with the epidemic is not over, and security challenges, so to speak euphemistically, are shaking our European subcontinent, always staring at itself. We do not mean here only on Ukraine, but also on global problems such as cybersecurity, or terrorism of all colors and smells. If we add to this the economic turbulence and fear of the abyss into which a new recession may take us, we cannot paint the present with shades of pink.
The Chinese spent part of the twentieth century in isolation from the rest of the world. The reasons why this is so would take us into a long digression, but it is an economic-political axiom that reforms and opening up have brought China a return to the path of prosperity and rejuvenation of the nation. The opening of China has contributed to the process of globalization and has inextricably and irreversibly connected the world to the human brain through an unimaginable network of different forces. Among them are the unhealthy ones, such as the global network of terrorism or drug cartels that use the benefits of modern technology, often and unfortunately better than countries. These problems are, therefore, global. Nothing new, someone will say.
So, can the solutions be partial? Is it possible to go into the battle for the security of one’s own hearth burdened with personal values or narrow-minded positions? In other words, can one tackle global challenges while wanting to “kill a neighbor’s cow”? In particular, is it possible to support terrorism and extremism-prone separatists because we want it to weaken? No, no and no. Because it is the same as looking forward to an apocalyptic meteor that will destroy the Earth because the tsunami will first hit the shores of the East China Sea.
Therefore, global initiatives are desperately needed. Therefore, the Global Security Initiative is urgently needed. The approach offered by China, although some theses viewed from a specific starting point may not correspond to local policies, is the only correct and fair one. The question is when parts of the political elites will mature enough to resist the sweet call of petty Pyrrhic victories.
